Dummy collars look and weigh the same as their normal counterparts. They are often used to condition a dog to wearing a collar when people have yet to actually buy an electric collar. They are also used when a handler has more than one dog and needs to train all of his or her dogs with an e-collar. The proper way to use and train with an e-collar is to condition the dog to wearing it. With the goal being that the simple act of putting the collar on does not mean anything to the dog. This is done during a two week period where the handler puts the collar on and takes it off a couple of times a day.
